Recruitment Information for Smart Service Promoter
A partnership agreement has been established with the Tokyo Metropolitan Government to promote the project.
Public solicitation will be conducted to recruit “Smart Service Implementation Promotion Businesses”
that support startups and other entities responsible for implementing smart services.
The project will advance the social implementation of smart services themed around inclusiveness,
based on the activities of “Smart Service Implementation Promotion Businesses”
selected through public solicitation.

Overview of Smart Service Promoter
Desired Profile of Smart Service Promoter
Smart service implementation promotion business operators are required to implement smart services by leveraging their own strengths, in collaboration with startups, local governments, and companies where the services will be introduced. Accordingly, the following are examples of key requirements:
- The ability to drive business by utilizing the knowledge, expertise, and networks of smart service implementation promoters, and to continuously provide support necessary for implementation
- Network capabilities with other entities necessary to provide effective support for startups and related organizations
- The ability to understand the relationship between data and smart services provided by startups, local governments, and companies where the services are introduced
- The capability to implement smart services with the theme of “inclusiveness” throughout Tokyo
- Coordination skills to engage local governments, companies, and other stakeholders involved in the project for service implementation
- The ability to communicate the results of this project and other initiatives, such as those involving startups, and to contribute to raising public awareness
- Management skills to integrate multiple startups, formulate business plans, manage progress, and facilitate smooth communication and coordination with the Tokyo Metropolitan Government

Role of Smart Service Promoter
Smart service implementation promotion businesses that meet the above requirements will be selected to perform roles such as selecting and supporting startups, implementing smart services (at least 40 projects per entity over three years), communicating the usefulness of smart services, reporting on project progress and KPI achievement, and cooperating in various activities such as participating in and speaking at events to promote Tokyo’s smart city initiatives .
Application Requirements
The main application requirements for smart service implementation promoters are as follows.

Applicants must be legal entities established in Japan and fall under one of the following categories:
- 1.Profit-making corporations, such as joint-stock companies, membership companies (general partnership companies), audit corporations, legal professional corporations, etc.
- 2.Corporations engaged in specified non-profit activities, general incorporated foundations, or general incorporated associations.
- 3.Other entities recognized by the Tokyo Metropolitan Government.
- The applicant must have sufficient relationships with companies that possess the knowledge and technology necessary for implementing smart services, as well as adequate know-how and experience to support such implementation.
- At the time of application, applicants must not have already entered into an agreement with the Tokyo Metropolitan Government as a Smart Service Implementation Promoter for this project.
- Applicants must be able to provide various forms of cooperation, such as speaking at events organized by the Tokyo Metropolitan Government in connection with this project.

The application period is from Tuesday, August 19, 2025, to 5:00 p.m. on Friday, September 5, 2025.
Submission of Business Explainer Videos
The presentation for this project will be available for viewing on a video site for a limited period.

the secretariat will provide you with the viewing URL. Please note that the briefing session video will
not be available after the public application period has ended.

Selection Process
The selection process will be conducted in two stages: a document review and a presentation review, both overseen by a committee comprised of experts. The presentation review is scheduled for early to mid-September and will be limited to applicants who successfully pass the document review. Notification of the document review results will be sent to applicants within approximately two weeks after the application deadline. Further details will be provided individually to successful applicants.
