Project Details
This project represents the successor to the Smart Service Implementation Promotion Project, which was originally launched in fiscal year 2022. The initiative supports the social implementation of smart services designed around the theme of inclusion, with the aim of addressing various social challenges. Through the use of digital services, the project seeks to empower individuals, help people spend more time on meaningful activities outside of work, and provide solutions to everyday problems. The ultimate goal is to advance the resolution of social issues and contribute to a more inclusive society.
Project Positioning
As a follow-up to the “Be Smart Tokyo”
initiative launched in FY2022,
a new Smart Service Implementation Promotion Project with the theme of “inclusiveness” will commence in FY2025.

Project Scheme
The project promotes the implementation of smart services addressing social challenges, with inclusion as a central theme. By positioning “Smart Service Implementation Promotion Operators” as central facilitators, the initiative encourages the development of seamless collaborations between startups that provide inclusive smart services and municipalities or companies that will adopt these services. The project offers support for the effective realization of smart services in society by fostering direct partnerships among all stakeholders.

Support Details
Tokyo Metropolitan Government Support
The Tokyo Metropolitan Government has entered into an agreement with the Smart Service
Implementation Promotion Business Operator. Based on this agreement,
payment will be made for results achieved through efforts aligned with the objectives of the project.
The amount of payment will be determined according to the degree of achievement of numerical targets established
by the Smart Service Implementation Promotion Business Operator,
as well as the evaluation of overall project activities by the evaluation committee.
The maximum payment is set at 120 million yen for the first year and 160 million yen for each subsequent year.

Integrator Support
The Tokyo Metropolitan Government has outsourced certain business operations and support functions related to Smart Service Implementation Promotion Businesses to private companies serving as integrators. In order to advance the activities of Smart Service Implementation Promotion Businesses, integrators are responsible for managing the progress of each project, facilitating information dissemination, and supporting the development of networking among relevant organizations.
